Place eggs in a single layer in a saucepan. Cover with cold water by 1 inch.
Bring to a full rolling boil over medium-high heat, about 8–10 minutes.
The moment it boils, cover the pan and remove from heat.
Set a timer for exactly 10 minutes. Don't guess, time it.
Fill a large bowl with ice water while the eggs rest.
After 10 minutes, transfer eggs immediately to the ice bath.
Let them sit for at least 5 minutes, this stops the cooking and makes peeling dramatically easier.
Don't over-boil, once the water reaches a full rolling boil, removing from heat and resting for exactly 10 minutes is the sweet spot between fully cooked and still bright golden.
Peel under cold running water, starting at the wide end. There's a small air pocket there that gives you a natural entry point.
Slice each peeled egg in half lengthwise. Pop the yolks into a medium bowl; arrange the whites on a serving plate.
Mash the yolks with a fork until completely crumbly, no large chunks.
Add mayonnaise, mustard, vinegar, salt, pepper, and garlic powder.
Mix until completely smooth and creamy. Taste it. Adjust salt or vinegar to your preference.
Filling too thick? Add ½ tsp more mayo. Too loose? Add one extra yolk.
Spoon or pipe the filling into each egg white half, mounding it slightly above the rim.
Dust generously with smoked paprika and top with fresh chives if using.
